The League of Women Voters of the Fredericksburg Area has issued a nonpartisan voter education statement regarding the April 21, 2026 statewide referendum on a proposed amendment to the Constitution of Virginia concerning congressional redistricting.
The League is not endorsing a “Yes” or “No” vote on the referendum. Our purpose is to provide voters with factual information about the constitutional process, the proposed change, and the voting timeline so individuals can make their own informed decision.

Why This Matters
This referendum concerns whether Virginia should temporarily allow the General Assembly to modify congressional district boundaries under specified conditions before the next decennial census. Because the current redistricting process is set out in the Constitution of Virginia, any change must be presented to voters through the constitutional amendment process.
